WASHINGTON: President Bush was his typically world-leading
self as he courageously proposed a bold plan to reduce
greenhouse gases to fight excess greenhouse gas emissions.
The president said that a long-term global gaol must
include countries like India and China by reducing
gases produced by manufacturing, such as the shoe
industry, and communications, such as smoke signals.
"In addition to this long-term global goal, each country
would establish midterm national targets and programs
that reflect their own mix of energy sources and future
energy needs," said the President. "And by targets, I
mean goals, not targets like a bull's-eye."
Bush described it as a plan to replace the ill-fated
Kyoto Protocol when it expires in 2012.
