WASHINGTON: Attorney General nominee Michael Mukasey was interrogated by members of Congress on whether waterboarding and similar procedures qualify as torture under US law.

"Is waterboarding torture? I'm not sure, but it doesn't sound like torture. Sounds like surfboarding or something," said a jocular Mukasey. "Now, Chinese Water Torture sounds like torture, but that has the word 'torture' in it. That's a real giveaway."

If Mukasey is confirmed as US Attorney General, the torture will continue until morale improves.
